Insurance, Health, Accident - As enacted, exempts utilization review agents who are accredited by National Committee for Quality Assurance (NCQA) from payment of annual fee; authorizes utilization review programs for the mental health and chemical dependency care to comply with either NCQA standards or Utilization Review Accreditation Commission (URAC) standards; requires creation of all payer claims database; establishes the Tennessee health information committee. - Amends TCA Title 33; Title 56; Title 63; Title 68 and Title 71.

The state of TN spends a tremendous amount of money on healthcare, but seemingly has no real way to collect information and know whether anything they do, and any policy they implement actually WORKS after the money is spend. That is NUTS! So, this bill intends to collect that information in a way that is not personally identifiable from the Insurance Companies and use it at a macro level to see trends and see where problems exist in the system, and where the State may apply for grants to address those issues. I listened to more than 30 minutes of committee discussion online and I see it as a necessary step to spending taxpayer money of healthcare issues. If we aren't willing to benchmark ourselves and gauge whether we are doing the right thing or not, then I say stop funding those programs NOW!
